Modeling the Policies of Several Labor Arbitrators.

Abstract

The policies of three labor arbitrators are modeled using seven criteria: management rights, contract language, past practice, fairness, effect on worker, negotiating history, and prior awards. The three arbitrators, apparently following the same overall policy, were found to be quite consistent in the application of their respective arbitral decision policy.
