Abstract
Experience has shown that it is very useful to provide a comprehensive set of utility routines that can be shared among application programs. A great deal of effort has been devoted to designing and implementing these routines such that they are easy to use and efficient in terms of both memory and time utilization. Further, these routines assist in creating a modular and uniform system which aids in the checkout and maintenance and provides a pattern for orderly growth. Keywords
