Abstract
This essay represents an attempt to place the contemporary situation in historical perspective, showing how the American state permitted and indeed had to permit illegal immigration to meet its various commitments to different sectors of capital and labor. The paper outlines the historical dialectics which made illegal immigration the direct consequence not of the weakness, but of the strength of U.S. organized labor.
