Abstract
We establish an ansatz which incorporates the photon into the structure of duality diagrams. This then allows us to apply the Mueller-Regge formalism to deep-inelastic electron scattering. We derive Bjorken scaling, in particular the behavior near for the structure function, with compatible with the value deduced from the data. We also give results on the relative sizes of sea and valence quark distributions.
