Abstract
Critical binding solutions for the electron–dipole rotor problem are extended to delineate the minimum dipole moments required to support the lowest two electronically excited dipole states. Such dipole states offer a source for threshold photodetachment resonances observed in recent studies involving polar anions.Keywords
