Abstract
We use new fits to parton structure functions, including structure functions with Lipatov behavior at small values and discuss the minijet component in the two-component dual parton model with a super-critical Pomeron as demanded by the fits to cross-section data. We find that a consistent model can only be formulated with a cutoff for the minijets increasing with energy. The implications for particle production in hadronic collisions at TeV energies are discussed.
