Abstract
In this paper we have tried to demonstrate some of the ways in which social selection operates in the ascertainment of dull and subnormal children. In England backward children, by the terms of the Education Act of 1944, may be referred by their teachers for medical examination and “ascertained” as educationally subnormal, thereby qualifying for special educational treatment. Alternatively, they may be classed as mental defectives (or now, severely subnormal) and excluded from the schools altogether.Keywords
