Abstract
Competition (or the threat of it) has led to the revitalisation of consultative arrangements in a number of organisations, but equally a difficult product market has led to collapse or degeneration elsewhere. A return (in 1984) to sites originally visited in 1980 as part of research into the role of shop stewards in industrial democracy found that competition had been the largest influence on employee relations in the intervening period; while it might be possible to distinguish “external threat” as a prime motivation in the revitalisation of consultation, the importance of intervening invariables renders any directly deterministic link between the two invalid. More work needs to be done at establishment or unit level on both a comparative and a historical basis.Keywords
