Abstract
Technological development within a school board is constrained by the political process. Stakeholders within a school board and vendors outside compete to define new policy on technology. Mainframe defenders compete with microcomputer advocates. This case study of one school board illustrates the problems confronting educational leaders as they seek modernization.Keywords
