Abstract
This article illustrates the use of a time-series design to determine the program effects of a social services initiative called The Recycling Fund Concept. This initiative calls for expanding day care services to welfare recipients who are able to and want to work and who have preschool-age children. The history and rationale of the concept are reviewed, and features of the proposed time-series design and key issues leading to the design are discussed. Time-series designs are proposed as having rich implications for evaluating social services initiatives.Keywords
