Abstract
A possible explanation is given for the "anomalous" low-lying levels of the odd-mass Tc isotopes in terms of the theory of extended quasiparticle-phonon coupling, with the prediction of low-lying high-spin levels. It is checked that the same parameters used in the Tc calculation give a reasonable fit to the low-energy spectra of Ru isotopes. In particular, these calculations account for the anomalous high density of low-lying states in the Ru isotopes. Keywords
