Abstract
Primary health care is not a simple term with only one definition. Effecting better health care organization in South Africa demands that the policy makers understand the various constructs that are used when discussing health. In the same way the staffing and resourcing of a community based health system require that the social implications of the system be understood. A move from biomedicine to a primary system will involve the integration of traditional medicine and the use of village health workers. For this to be effective, issues of status and power need to be addressed. Keywords
