Abstract
This paper discusses the rate and length of imprisonment in The Netherlands, Denmark, and Sweden, which have possibly the most advanced and most humane criminal justice systems in the world. Sen tencing policy and practice in these countries produce commitment figures which carry a message for the United States: increasing the harshness of criminal penalties and the size of the prison population is an irrational— and certainly ineffective—response to crime.Keywords
