Abstract
A noted British specialist on Soviet and Russian politics assesses the impact of Gorbachev's reforms on the political elite in Arkhangelsk, Perm', and St. Petersburg. The author examines the economic reform and democratic politics before and after the August 1991 coup. Pertinent observations and analysis cover the significantly different levels of political activism and the regional elites' ability or willingness to embark on economic restructuring and efforts to establish a workable political order.
