Abstract
This paper argues that staff development should be a partnership between the individual and the college. Initial teacher training, particularly by an in‐service mode, is seen as important. Subsequent appraisal is offered as a systematic way of identifying staff development needs which will lead to effective professional development. To meet the challenges of change, broad‐based management development is advocated.Keywords
