Abstract
In this chapter professionals are urged to adopt innovative strategies to overcome problems created by a new form of management and control by restricted resources. A recommended strategy is that of community development, which is described as a means of overcoming the oppression of current policy and of creating a reality of concepts such as ‘empowerment’, health promotion and professional risk-taking. It is concluded that community development presents an opportunity for professionals to play a full part in the management of new forms of social care. Keywords
