Abstract
[1] Note: This paper was first delivered at the 8th Commonwealth Conference in Sri Lanka in August 1980. It focuses on the role of primary and secondary education in human resource development. But such a role will obviously be influenced by many factors such as the level of economic development of a country, the importance of high level technology in its economy and the social and economic problems which it faces. Therefore any suggested reform made in this paper cannot apply indiscriminately to all Commonwealth countries irrespective of their economic and social realities.Keywords
