The New York Hospital—Cornell Medical Center Project: An Experiment in Welfare Medical Care

Abstract
An attempt was made to summarize the historical background, research design, clinical and administrative experience, and some of the problems of the first 2 years of operation of the New York Hospital Project. This Welfare Medical Care Project represents an example of a voluntary medical center joining with the Health and Welfare Departments of New York City to experiment in the coordination of the care of the indigent patient. The purpose of the project is to determine whether it is feasible for a large voluntary medical center to take complete care of 1,000 randomly selected welfare families and to study the cost, utilization, and quality of this care. Some of the difficulties in breaking down the ancient barriers between public and voluntary agency have been described. The patients seem to have responded well to the invitation to New York Hospital and have not inundated the hospital facilities. Final conclusions regarding the specific aims of the research must, of course, await the validation of a sufficiently long experience of medical care over the length of this 5-year research project.
