Many investigators made various attempts which were calculated to explain the decrease of cosmic ray intensity during a magnetic storm in the maguetic field of the ring current, suggested by S. Chapman.Unfortunately their results seemed to contain many qualitative faults.In this paper, I do not try to search for the cause of the decrease in the magnetic field, but in the electric field, connected with the magnetic storm. From such a standpoint, the shape of the westward current system which is appropriate to account for the cosmic ray phenomena during the maguetic storm, is discussed. Qualitatively, the results, obtained, seem to be adequate enough to explain quite reasonably the observed phenomena of cosmic rays, although, quantitatively, there still remain somewhat questionable points.In this paper, I also discuss relative merits between the magnetic field hypothesis and this electric one.
