Abstract
Chapter 766 is a recent Massachusetts law which represents a milestone in the philosophy and practice of special education. It provides for the special needs of all children and broadens the goals of education for the handicapped. The author,a participant in the advocacy coalition that pressed for reform of special education services, discusses the change process which resulted in Chapter 766. Noting the complex issues that the law has raised, the author concludes by emphasizing the importance of continued efforts by advocates if the spirit of the law is to be realized and the needs of the children met.
