Abstract
Keeping to the Marketplace is a study of housing problems that emerged in twentieth-century Canada and the various government programs created to deal with them. John Bacher shows why, despite early recognition of the inability of the market to meet the needs of low-income families, the principle of subsidized housing was fiercely fought against by the Canadian Department of Finance, under Deputy Minister W.C.
