Abstract
In two recent papers—one in this quarterly and one elsewhere—Edward C. Kienzle introduced and developed a new summary measure of net fiscal progessivity. In this artick, I argue that Kienzle's measure is not appropriately defined and suggest an alternative definition of net progressivity.Keywords
