Abstract
When the North Atlantic Treaty was negotiated in the critical days of 1948–1949, it was hoped that this arrangement might be helpful in assisting the contracting parties to build up sufficient strength to deter aggression in Europe and to augment their diplomatic influence so that they could negotiate with the U.S.S.R. from a more advantageous position than they had held since 1945.Keywords
