Abstract
In a comment on the WHO Committee report on criteria for identifying and classifying disabilities related to [human] alcohol consumption it was suggested that a distinction be made between the concepts of disability and handicap. Disability was defined as a condition of mental or physical impairment and handicap as obstacles to actualization resulting from the disability. Alcoholism should be recognized as a disability and concomitant problems of alcoholism or the alcohol-dependent syndrome as a handicap. This distinction is necessay if many alcoholics are to meet eligibility criteria for the state-federal vocational rehabilitation program which could provide needed services for many recovering alcoholics. This publication has 0 references indexed in Scilit:
