The Social HMO Demonstration: Early Experience

Abstract
Prologue: One of the clarion calls for reform of America's medi- cal care delivery system in the next decade is already an intense sub- ject of discussion: providing adequate long-term care for the grow- ing number of elderly citizens. A new, experimental concept that melds medical and social services for this population is the social health maintenance organization (SHMO). Congress has proved a staunch ally of the SHMO, fighting for its continued funding in 1984 after the Office of Management and Budget threatened to cut it off. And Congress recently reauthorized the demonstration through 1991. Here, the primary designers of the SHMO concept discuss its status. lay Greenberg, who holds a doctorate in health services administration from Harvard University, is executive vice- president of Lifeplans, Inc. He previously served as director of long term care for Brandeis University's Bigel Institute for Health Pol- icy, which is managing the demonstration for the Health Care Financing Administration (HCFA). Walter Leutz, a senior re- search associate at the Bigel Institute, received his doctorate in so- cial policy from the Florence Heller Graduate School for Ad- vanced Studies in Social Welfare at Brandeis. Merwyn Greenlick, who holds a doctorate in medical care organization from the Uni- versity of Michigan, is vice-president, research, at Kaiser Founda- tion Hospitals, Portland, Oregon, and also directs the Kaiser Permanente Medical Care Program's Center for Health Research there. Joelyn Malone, executive director of Seniors Plus, Minneapo- lis, holds a master's degree in public affairs from the University of Minnesota. Sam Ervin, A.C.S.W., is president and chief executive officer of both SCAN Health Plan and Senior Care Action Net- work, in Long Beach, California. Dennis Kodner, chief operating officer of Central New Jersey Health Affiliates in Freehold, NJ., is senior advisor to Elderplan, Inc. He holds a master's degree in sci- ence and planning from the Pratt Institute School of Architecture.Keywords
