Abstract
The Republican party's commitment to shrink the size of government, erase its budget deficit, and employ market forces to allocate medical resources will substantially shape this year's debate on the future federal role in health care. The Clinton administration is also caught up in an exercise to “reinvent” government. But unlike the Republicans, President Bill Clinton has come to the defense of Medicare, Social Security, and veterans' benefits, all of which are federal entitlement programs that serve the interests of influential voting blocs, such as the elderly and military veterans.
