Abstract
The purpose of this study was to provide vocational and special education personnel baseline data for determining policy research needs. The major objectives of the study were to (a) develop a survey instrument and technique for identifying the policy-related problems confronting state directors of vocational, special, and vocational special needs education and to (b) identify the major policy-related problem areas and problems. The state directors from each of the 50 states, District of Columbia, and surrounding territories identified eight problem areas: interagency cooperation and agreements; funding and fiscal policy; service delivery and program alternatives; personnel preparation; state legislation, plans, and policies; federal legislation and regulations; program evaluation and improvement; and attitudes.Keywords
