Abstract
The following is an excerpt from the Report of the Panel on Nuclear Weapons Safety of the House Armed Services Committee, December 1990. Sidney D. Drell of Stanford University, a frequent government adviser on national security, chaired the panel. Other panel members were John S. Foster, Jr., a former director of Lawrence Livermore National Laboratory, and Charles H. Townes of the University of California, Berkeley, also a long-time government adviser on strategic weapons policy.
