Abstract
This paper is a policy‐orientated intervention derived from the experience of research and policy work in the Urbanization Unit of the Urban Foundation. It reviews the legacy of urbanization in South Africa, the gravity of the urbanization process from the point of view of its impact on social change, and posits the need to develop a new urbanization strategy for South Africa. Three phases in the development of such a strategy are elaborated: firstly, establishing freedom of movement for all South Africans, secondly, developing policy on where contemporary patterns of black urbanization should take place; and thirdly, formulating principles as to ‘who decides’ on urbanization policy. The paper concludes by raising ten key issues that appear central to the emerging policy debate on a new national agenda for the cities.
