Abstract
The pursuit of accepted housing policy goals for the central city within the framework of the normal functioning of the housing market is fraught with complexities. Many difficulties are created by contradictions arising from attempts to solve simultaneously a multiplicity of housing problems. The necessity is clear that priorities for housing goals must be established to minimize wasteful contradictions and to maximize the effective use of scarce public resources. The logic and techniques for a quantitative measure of objectives and rate of progress are discussed. Finally, the vital link between new construction and meeting housing needs through the turnover of housing is explored.Keywords
