Abstract
Training and human resource development frequently are overlooked in tourism development programs, especially in developing countries. This article provides an overview of the levels and types of educational programs needed and identifies the most commonly encountered barriers to meeting these needs. An approach for designing and implementing a strategic plan for tourism training, integrated with other development needs and with a national manpower plan, is described. This includes the more important criteria to be considered in selecting the best strategic mix and the timing for its implementation.
