Abstract

The building of a Channel Tunnel has been heralded as having a major impact on the neighbouring regions of Kent and Nord-Pas de Calais, and also on other British regions, both through short-run impacts of construction and in the longer run through changes in accessibility and competitiveness. This paper makes a preliminary assessment of its likely impact on regional growth and development in these regions and in the EEC as a whole. A notional model of regional development is used which emphasizes the role of transport infrastructure and an assessment is made of the extent of transport cost changes and their impacts on location and economic activity. The general conclusion is that the Channel Tunnel itself is likely to have a fairly marginal impact, but that taken together with other infrastructural investments, particularly in France, there could eventually be some more fundamental changes in the pattern of regional development. Cet article évalue de façon préliminaire l'effet probable sur la croissance et le développement régionaux dans ces régions et dans l'ensemble de la CEE. Un modèle notionnel de développement régional a été utilisé pour souligner le rôle des infrastructures de transport et nous évaluons l'importance des changements affectant les coÛts de transport et leurs effets sur les sites et les emplacements et l'activité économique. La conclusion générale est que le tunnel sous la Manche en lui-même n'aura sans doute qu'un effet relativement marginal mais si l'on fait entrer en ligne de compte d'autres investissements infrastructuraux, en particulier en France, il pourrait y avoir éventuellement d'autres changements fondamentaux dans le schéma du développement régional. Diese Abhandlung stellt eine vorläufige Veranschlagung der wahrscheinlichen Wirkung auf regionales Wachstum und Entwicklung in diesén Gebieten und in der EG als ganzem auf. Ein Begriffsmodell regionaler Entwicklung wird benutzt, das die Rolle der Infrastruktur des Verkehrswesens betont und das Ausmass der Veränderungen der Transportkosten sowie ihre Wirkung auf Standort und wirtschaftliche Tätigkeiten abgeschätzt. Die allgemeine Schlussfolgerung besagt, dass der Kanaltunnel selbst wahrscheinlich eine ziemlich geringe Wirkung ausüben wird, aber in Verbindung mit anderen Investitionen der Infrastruktur im Laufe der Zeit besonders in Frankreich tiefergreifende Änderungen in der regionalen Entwicklung auftreten könnten.
