Abstract
The authors analyze the present resource development and division of labor between West and East and suggest corrective steps to balance the now predominant westbound freight flow. Shipments of steel and coal from East to West should be halted and a greater volume of manufactured goods, made in labor-oriented industries of the West, should move to the East. Instead of promoting eastward population migration, Soviet planners should locate mainly power-oriented industries in the East.Keywords
