Abstract
When procedures for development recommendations are integrated into evaluation methodology, it is easier to produce usable recommendations for program improvement. By thinking at the beginning of the evaluation about what may be recommended given different sets of results, the evaluator can develop simple models linking data with action alternatives. Such models help clarify expectations for the evaluation and then serve as blueprints for producing usable data and recommendations.Keywords
