Abstract
The debate about the development of local environmental policies in European cities has failed to consider the role of least‐cost planning. LCP techniques could be applied to the management of energy, water, waste and transport networks to minimize adverse economic and environmental implications while maximizing the socio‐economic benefits of different management strategies.Keywords
