Abstract
This report details the inception and institutionalization of the Navy's job performance measurement project, part of the Congressionally-mandated Joint-Service Project. Specifically, this report traces the history of the Joint-Service effort to link enlistment standards to actual job performance measurement project will provide the Navy with the capability to measure and predict job performance and will contribute to major improvements in personnel system functions and measurement technology.Keywords
