Abstract
Excessive bureaucracy and a dearth of skilled management have crippled health services in Nigeria over the past ten to fifteen years, despite an administrative structure which allows for adequate decentralization of the decision-making process. Overdependence on tax-based funding has further threatened the survival of these services. Innovative management, coupled with greater efficiency in health sector spending and the introduction of risk-sharing arrangements could, however, bring about considerable improvement in the quality of publicly provided health care.Keywords
