Abstract
Our system of health care may be said to be one of the longest-lived, most expensive demonstration projects in history — a test of the efficacy of "free-market" health care. The time has come to step back and evaluate the project. We conclude that although superb care has been delivered to some persons in some places, the free-market system has never delivered good health care to everyone at a reasonable cost.
