Abstract
Two Special Articles in this issue focus on the federal program for the treatment of end-stage renal disease (ESRD) — a subject that exemplifies almost all the kinds of problems we will have to solve if we are ever successfully to provide comprehensive national health insurance for catastrophic illness.Just before the 1972 elections, when Social Security benefits were being increased, the Senate abruptly voted to incorporate Section 2991 into Public Law 92–603 (originally known as "HR 1"), thus extending Medicare coverage for chronic renal failure to almost the entire population of the United States.
