Abstract
The time appears propitious for an unprecedented s upport of primary prevention approaches and activities. This paper sketches recent developments in primary prevention program‐planning at the Federal level, provides an overview of guiding principles and relevant issues, and identifies some specific emphases and priorities for programming.Keywords
