Abstract
To the Editor: Dr. Todd (July 6 issue)1 attempts to show that universal access to health care can be guaranteed without universal insurance, but he fails to convince. Surely he is arguing for tax-supported universal health insurance when he advocates "to each according to his or her need and from each according to his or her means." That goal can best be accomplished by progressive taxation rather than private insurance and massive means testing, and by a delivery system based on medical need and not ability to pay.Since it is the Canadian model that has received the most recent . . .Keywords
