Abstract
One of the most significant plans in recent times, the Greater London Development Plan, anticipates two major innovations in the 1968 Town and Country Planning Act—the requirements for policy oriented “structure plans” and for citizen participation. This report describes and comments on the plan statement, its preparation, and the public inquiry now underway, which the London Times has characterized as, “The Biggest Inquiry of Them All.”
