Abstract
Most scholars agree that thinking about communication and development as a distinct discipline emerged after World War II, and they usually point out two paradigms: `modernization' versus `dependency'. In this article a new perspective is perceived in terms of a new paradigm, defined as `multiplicity in one world'. It is argued that these three paradigms imply quite divergent communication policy consequences.Keywords
