Abstract
By the time they have reached the stage when they are deemed ready for a formal appraisal, too many large projects have acquired an inertia which makes it hard to modify them significantly-let alone halt them. A rapid but logical method of detecting their key merits at the outline stage is needed. This article outlines such a method.
