Abstract
Planning in the 1990s must deal with a wide range of options, with conflicting objectives, and with uncertainty. Types of conflict among planning objectives are illustrated and categorized. Risk is distinguished from uncertainty and both are qualified. Hedging to reduce risk is demonstrated. Real examples are drawn from major recent planning studies.<>Keywords
