Abstract
Contractor prequalification involves screening candidate contractors, based on a set of criteria established by each project owner. A computer program, QUALIFIER‐1, has been developed to aid in this task. The decision parameters imbedded in the program are based on the results of an extensive study of prequalification factors. The model implemented in this program is a linear combination of decision criteria. This program calculates an aggregate weighted rating for each candidate contractor, based on the input ratings for each decision factor. The obtained aggregate weighted ratings are rank‐ordered, and relevant statistics are provided. A facility to review the rating input of each decision factor for a candidate contractor, along with statistical parameters describing the complete sample, are computed to facilitate prequalification decision making. QUALIFIER‐1 can benefit construction owners by providing a structured, systematic, rational approach to the analysis of contractors' credentials and the prequalification decision making. Hence, it can reduce the effort required to perform this important activity. Keywords
