Abstract
To determine what restraints, if any, may prevent U.S. manufacturers of chemical pesticides from developing effective pesticides that are harmless to nontarget organisms and do not persist in the environment, a survey was conducted which covers biological, economic, regulatory, and other aspects of pesticide research and development.
