Abstract
This paper is in 3 parts. The first outlines some areas of information technology (IT) and their possible effects, both beneficial and adverse. The second part addresses the question of what is implied in the terms “beneficial” and “adverse”, as used with IT and “development”. Finally the third part looks at some of the constraints on achieving the goals and possible courses of action.Keywords
