Abstract
We obtain a hierarchy of effective Hamiltonians which allow for a unified treatment of the fractional quantum Hall effect and a gas of fractional-statistics particles (anyons) in two dimensions. Anyon superconductivity is the analog of the fractional quantum Hall effect. For rational statistics parameter =P/Q with PQ even, Q anyons bind forming a charge Qe superfluid.
