Abstract
The extent to which it is desirable to remove or otherwise contain hazardous substances present at waste disposal sites should be a function of the risk to health and the environment that may remain under various remedial action plans. This paper provides, in Part I, a discussion of the elements of human health risk assessment long in use to evaluate toxic chemicals in other contexts. The discussion is largely non-technical, and is designed to provide an introduction to the subject for those from other disciplines involved in remedial action planning and implementation. Part II contains the essential elements of a risk evaluation scheme that might be used to select the most cost-effective remedial action plan for a given site, where effectiveness is measured by the degree of long-term health protection achieved. Keywords
